Drive has long supported viewing PDFs but didn't make consequential updates to its PDF experience until last year, when it introduced annotations and viewing updates on Android. Drive Web is making those changes and more across all platforms. All users will be able to fill out forms, easily navigate, edit, and annotate PDFs without leaving Drive.
